San Diego Fire Department spokesman Maurice Luque (loo-KAY') said the 14-year-old boys were arrested on suspicion of setting off a destructive device, a felony.
Luque says school district police are still determining whether the boys will be released to their parents or taken to Juvenile Hall.
No injuries were reported.
Luque says the boys brought the dry ice onto campus for a school project, then decided to stuff some of it into a plastic bottle and set it on a patio where students eat lunch.
A chemical reaction caused pressure to build up and the bottle exploded.
The school was locked down as firefighters disposed of the bottle.
