    Prosecutors declined today to file charges against an 18-year-old scholar-athlete accused of setting off five bottle bombs at San Ysidro High School last week, citing the need for more investigation.

A San Ysidro high school student accused of scattering bottle bombs on campus last week is speaking out about the supposed "senior prank."

Elphbert Laforteza is talking about his regrets for participating in the prank. He has already seen an Air Force ROTC scholarship revoked following his arrest.

No one was injured in the incident.

Laforteza could face several felony charges.
