Mom In National Amber Alert Case Waives Extradition

A woman found in Valley Center with her missing 4-year-old daughter and child molester boyfriend today waived extradition to Ohio and will be returned to her home state.

Candace Watson, 24, is wanted in Ohio on charges of felony complicity for allegedly helping her boyfriend, 27-year-old Robbie Douglas Potter, escape from a federal halfway house, said Deputy District Attorney Jane Via.

Potter was convicted of sexual battery on a minor involving two young girls, Via said.

Watson's mother reported her granddaughter missing after the girl and her mother left for a camping trip May 28 and never returned.

Watson and Potter were arrested Tuesday after deputies, acting on a tip, found 4-year-old Haylee Donathan at the Morning Star Ranch Christian retreat.

The manager at the retreat called authorities after another Morning Star resident recognized the girl from an Amber Alert billboard in Los Angeles, said Deputy U.S. Marshal Omar Castillo.

The girl -- who may have contracted a mild case of chicken pox but was otherwise in good health and good spirits -- was taken to the county's Polinsky Children's Center and is to be returned to her grandmother in Ohio as soon as possible, authorities said.

Watson signed extradition papers in a hearing before San Diego Superior Court Judge David Szumowski, who ordered her held without bail. A hearing was set for July 15 to make sure authorities from Ohio have picked her up.

"That hearing is set to ensure that Ohio either has come and picked her up or that we track Ohio's progress very closely so that we don't keep someone in custody beyond their lawful detention date," Via said outside court.  

Potter was arraigned Wednesday in federal court in San Diego for allegedly violating terms of his supervised release in northern Ohio.

U.S. Magistrate Judge Ruben Brooks told Potter he was accused of violating probation for allegedly absconding from a Volunteers of America halfway house on May 28 without notifying his probation officer of his new address.

Potter also allegedly tested positive for marijuana at the halfway house on May 25, the judge said.

Brooks ordered him held without bail pending a hearing on Monday.

A hearing was set for July 9, in which federal prosecutors will have to establish that Potter is the person that Ohio authorities are seeking, the judge said.

A $10,000 reward had been offered for information leading to Potter's capture.

Haylee's father, James Donathan, 24, his girlfriend, Nicole Kirkpatrick, 20, and Watson's brother, Cyle Watson, 21, are also charged with complicity in connection with Potter's escape from the halfway house, according to Mansfield News Journal in Ohio.

Cyle Watson, who is Candace Watson's brother, said they did not know his niece would end up with Potter.
