ALAMEDA, Calif. (AP) — The military's equivalent of a preliminary hearing for three Coast Guard members charged in connection with a December boat crash in San Diego that killed an 8-year-old boy is expected to conclude Friday in Alameda.

On Thursday, the San Diego Union-Tribune reported that the Coast Guard's lead investigator into the crash testified he found crews didn't assign lookouts during regular patrols and other flaws.

Cmdr. Brian Roche, a 30-year Coast Guard veteran and former head of its small-boat schools, also said that three acting or former unit heads in the Coast Guard's small-boat operation in San Diego have been removed for inappropriate relationships or alcohol-related misbehavior since 2007.

A decision on whether the defendants should be court-martialed is expected in the next couple of weeks.
