E-mail: City officials joked of acting like pigs

LOS ANGELES (AP) — Documents filed in court by prosecutors reveal two top administrators in the scandal-ridden California city of Bell joked about acting like pigs as they raised their salaries to enormous levels and created a paper trail to try to hide it.

The documents, including e-mails from Bell's former assistant city manager to the city's former police chief, were filed Monday by Los Angeles County District Attorney Steve Cooley.

They were submitted as evidence in a preliminary hearing scheduled later this week to determine if there is sufficient evidence for former Bell City Manager Robert Rizzo, Assistant City Manager Angela Spaccia, Mayor Oscar Hernandez and former Councilman Luis Artiga to stand trial on charges of looting the blue-collar suburb of $5.5 million.
