Man wielding knife in standoff with police arrested

SAN DIEGO (CNS) - An agitated man with a history of mental problems who threatened officers outside the San Diego Police Department downtown headquarters and kept them at bay for two hours was finally subdued with non-lethal weaponry and a police dog.

Mark Brown, 61, was pacing on the sidewalk in front of the police station in the 1400 block of Broadway, yelling at passersby, when he allegedly pulled a knife on a plainclothes officer about 10:45 a.m., SDPD Assistant Chief Boyd Long said.

Police closed the street in front of the facility and ordered Brown to surrender.

Instead, he shouted and taunted officers, many of whom had their guns drawn.

The stalemate continued into the afternoon as Brown alternately paced back and forth on the roadside and sat on a wall next to a landscaped median, clutching a folding knife and keeping up an almost nonstop diatribe against the police.

Several times, Brown - who was already under a court order to stay away from the police station due to previous disturbances he'd caused there - yelled that he did not want to go back to a county mental health facility, and at one point he said he'd been off his medications for "60 days now."

Shortly after 1 p.m., officers fired beanbags and 40-mm rubber bullets at Brown, sending him to the ground, Long said.

Brown was still clutching the knife, so police sent in a service dog that bit him on the arm, prompting him to drop the weapon.

Medics treated him at the scene before taking him to an emergency room for an evaluation.

Brown was expected to be booked into county jail on suspicion of brandishing a weapon in a threatening manner and violating a restraining order, Long said.
