Suspected flasher runs naked through Carmel Valley neighborhood

San Diego (CBS8) -  For days San Diego police have taken phone complaints of a man appearing naked along Del Mar Heights near the intersection of Carmel Valley Road.  On at least one occasion he was seen masturbating, but by the time police units would arrive the suspect would be long gone.

Thursday afternoon changed everything and put the suspected flasher on notice, but not under arrest.

Thursday afternoon undercover officers were hanging around the neighborhood in the area where the suspect had been reported. It didn't take long before those officers noticed a man walking towards Del Mar Heights fitting the description given by witnesses.

"Walked to the landscape bank on the Northside of Del Mar Heights road," explains Lt. Todd Jarvis, with San Diego Police Department. "He disrobed and started walking down the bank."

But when those undercover officers approached him; the 19-year-old naked suspect ran back up the embankment, jumping the metal fence, before running back towards his mother's home on Ginger Glen Road.  Officers lost track of him, but soon with the help of neighbors and a trail of blood they knew they had tracked down the suspected serial flasher.

"It appears he cut his foot when he was running away nude from the officers," explained Jarvis.

The front door of the home was open, according to police, and just inside on the floor sat a wallet and a driver's license.

"...and the officer chasing him said that's the guy I've been chasing," according to Jarvis.

Neighbors were already on alert, with information just sent out about the flasher.

"There's a lot of families that live here small children," said Aaron Johnson, a neighbor and Homeowner's Association Member. He says the news of a flasher in their community caught everyone's attention. "It's amazing for this community to experience something like that," he says.

With helicopters buzzing above and more than a dozen officers scouring the neighborhood, news of the nude foot chase quickly spread.

One neighbor who didn't want to be identified said he looked out into his yard and saw the naked guy run past. He told News 8 it was kind of funny, not what you expect to see when you look outside your home.

"I heard the same person possibly was now totally nude running through the neighborhoods," explains Debra Margolin. She says she hopes the person behind the flashing gets the help he needs.

The person being investigated for indecent exposure, 19 year old Kevin Garrison, according to neighbors.

But despite all the attention he got on Del Mar Heights for his alleged indecent exposure and midday streak through the neighborhood, he wanted nothing to do with the police inside his home, and remained locked inside his mother's room inside her closet. The mother responded to the home from Orange County, but she couldn't even coax her son out.

"He still wouldn't cooperate, she got a key, gave us consent to enter and we found him in a closet under clothes," according to Jarvis.

Police detected a scent of marijuana coming from inside the room he was in, but don't know if it's for medical purposes or not.  No evidence of the narcotic were found upon entering the room.

The suspect was not taken into custody following a short interrogation by detectives.  A detective did tell News 8 that they were going to continue to gather evidence from the multiple reports of indecent exposure and issue a warrant for his arrest at the appropriate time.
