SAN DIEGO (CBS 8) - The mother of a murdered woman, is proposing a bill to better track people with restraining orders against them.

Prosecutors say Kathy Scharbarth was strangled this past Thanksgiving by her ex-boyfriend Michael Robles.

On Tuesday, her mom Ginny Scharbarth will be speaking in support of a bill written by Assemblyman Ben Hueso. It would require GPS devices to be worn by people with restraining orders against them.

Robles hung himself in jail last month.
