SAN DIEGO (CBS 8) - A bill named after a slain Carlsbad woman that would toughen restraining order laws is stuck in committee.

"Kathy's Law" would require domestic violence offenders to wear GPS tracking devices. The family of Kathy Scharbarth has been pushing for the law to prevent other families from experiencing their pain.
