HEBER, Calif. (CBS 8) - An Imperial County politician will be charged with felony child abuse after he was caught on videotape beating his 10-year-old stepson with a belt.

News 8 was the first station to air the video in San Diego on Thursday. It shows 34-year-old Anthony Sanchez playing catch with the boy in the backyard of his home near El Centro and repeatedly beating him with a belt when he fails to catch the ball.

Sanchez is an elected board member with the Imperial Irrigation District. A neighbor shot the video and turned it over to deputies.

At a news conference Friday, investigators announced Sanchez surrendered Friday afternoon and was booked into jail on child abuse counts.
