The morning enforcement operation in Chula Vista involved 39 traffic stops, according to police. Eighteen drivers were ticketed for talking on their cell phones behind the wheel, and one was written up for texting while on the road.

Additionally, officers issued 25 citations for various other vehicle code violations, caught four motorists driving without a valid license and impounded three vehicles.

Funding for the effort was provided by the state Office of Traffic Safety through the National Highway Traffic Safety Administration.
