SAN DIEGO (CNS) - Mayor Bob Filner refused to address questions about alleged sexual harassment Thursday when he made a rare public appearance at a groundbreaking ceremony for a San Diego trolley construction project.
Filner -- who has been accused by at least three women of unwanted advances, groping or attempts to kiss them -- was surrounded by a throng of local and national media members when he arrived at and later left the Barrio Logan Trolley Station.
He did make some remarks during the ceremony, with only one touching on the controversy.
"I see you've found a way to attract media attention to our efforts on the trolley," Filner said.
He said something at one point, but it was inaudible to most reporters surrounding him due to crowd and music noise at the ceremony.
According to a posting of the remark on YouTube, he said, "There's a legal process by which all this will be decided, that's what we're dealing with. There will be no other statements besides the legal process."
Otherwise, he remained silent with a smile pasted on his face. He left immediately following a photo opportunity with other area elected officials.

SAN DIEGO (CNS) - A new round of construction on the San Diego trolley system's Blue Line, the oldest of the system's three routes, is scheduled to begin Thursday, according to the Metropolitan Transit System.
The stations along the line between Old Town and San Ysidro will be remodeled to speed loading and unloading of passengers with platforms that accommodate state-of-the-art low-rise trolley cars, next-arrival signs, new shelters and new track and switches.
Details on any planned service outages were not immediately provided by the MTS.
Upgrades have already been performed on the Orange Line, which runs between downtown and El Cajon.
The MTS hope the Blue Line upgrades will provide quicker, more comfortable and convenient trips for riders.
The agency plans a groundbreaking ceremony with area political officials at the Barrio Logan Trolley Station at 1910 Harbor Drive starting at 11 a.m.
