NATIONAL CITY (CBS 8) - National City police are investigating a report of shots fired in the area of 18th Street and J Avenue.

The area is currently blocked off and National City has its SWAT team on the scene.

This all started around 7:30 a.m. Tuesday, when a woman called 911 saying she heard two shots coming from the residence.

When officers arrived, they saw a woman in front. She was allegedly confrontational and walked back into the apartments.

"Which raised our suspicions, that someone was inside possibly shot," Lt. Graham Young said.

The SWAT team responded and used a microphone to ask people to come out -- five or six did.

One was arrested on a warrant, the woman who was confrontational was also taken into custody. But police believe there is still a man inside.

As a precaution, they have sent a robot in and have evacuated residents or asked them to stay put.

"We can't even come out those doors. Our neighbor had to get a ride to work because she couldn't leave," witness Vanessa Gonzales said.
