SAN DIEGO (CBS 8) - The San Diego City Council honored outgoing chief operating officer Walt Ekard, who came out of retirement to oversee operations during the scandal that brought down former mayor Bob Filner.

Ekard's last day on the job is Wednesday. Interim Mayor Todd Gloria praised him for guiding city employees during the tumultuous final weeks of Filner's administration.

"Walt is a dedicated public servant and extremely effective communicator whose ability to focus on positive outcomes and natural ability to build and lead teams and identify talent has taught us all how to recognize the value of the people we work with and work for," Gloria said.

Ekard has spent 30 years in public service, most of which was with the county.

The Council unanimously confirmed Scott Chadwick as his successor.
