Construction turns neighborhood into traffic trap

SAN DIEGO (CBS 8) - Residents in one Clairemont neighborhood are upset about a city construction project that is disrupting traffic flow.

The residents say the roadwork on Luna Avenue and Jutland Drive makes it difficult for people to find their way out of the area.

Clairemont resident Stacey Levenson says her neighborhood's residential streets seemed more like a parking lot at times on Thursday:

"Nothing was getting in and nothing was going out."

The source of the hold-up: trenching work for an ongoing water pipeline-replacement project by the city at Luna Avenue and Jutland Drive.

The work is backing up commuters for several blocks - essentially trapping traffic as detour signs re-direct drivers to a smaller side street.

"You could not get in without spending 45 minutes in a traffic jam," said Levenson.

A potential danger for residents, according to Levenson who said she needed to rush her elderly mother to the doctor's Thursday, but rushing was not an option:

"Instead of taking five or 10 minutes, it took an hour," continued Levenson.

A traffic nightmare that could have also made it dangerously difficult for emergency vehicles to quickly come into or get out of this community.

"Certainly the city can do better," Levenson added.

And Friday the city is apparently doing better, reopening these streets after neighbors here complained.

The Public Works Department says it will consult with the city traffic engineer to come up with an alternative traffic control plan while it finishes up this work, possibly scheduling some of it on a Saturday when there is less traffic.

City officials say this pipeline replacement project in Clairemont is expected to be completed in three weeks.
