OCEANSIDE (CNS) - Authorities Sunday publicly identified a 28-year-old bicyclist who was struck and killed in a hit-and-run crash in Oceanside a week ago.

Philip White of Oceanside was found dead on the morning of Sept. 21 in the 3900 block of North River Road near Douglas Drive, according to Oceanside police and the county Medical Examiner's Office. Investigators determined he had been struck from behind by a green Kia Soul.

The Kia's driver, identified by police as Christopher Noah, 22, of San Diego, allegedly sped off after the crash, but was contacted and interviewed by police officers the following day, Oceanside police Sgt. Ignacio Lopez said.

Police impounded the Kia, but Noah was not immediately arrested. No charges or arrest have been reported by police, but Noah was not in jail Sunday, according to jail records.

White's family members were out of town when he was killed, so his name was withheld until they could be notified, Lopez said.
