SAN DIEGO (CBS 8) - A hit-and-run in Bay Terraces left a mother and child injured Thursday night.

San Diego police It happened at about 6:15 p.m. near Briarwood and Paradise Valley Road when a 30-year-old mother and her 4-year-old daughter were crossing Paradise Valley Road North on Briarwood Road against a red light when they were hit by a driver heading west on Paradise Valley Road.

“All the witnesses say the driver had a green light and was not speeding,” said SDPD Lt. Steve Shaw.

CBS News 8 spoke to a 16-year-old witness and his mother who saw it happen.

“The child was lying on the left side crying, holding her [mother],” said Diego Arroyo. “She [the mother] was on the ground screaming and crying.”

The witnesses say they saw a man check out the scene and then took off.

“The guy who hit her, came up and talked to me, I didn't know it was him. He said, ‘Are you on the phone with police-I'm on hold' and then turned around and left,” said Arroyo of the conversation with the suspected driver.

Mercy Air transported the victims to the hospital. Both sustained non-life-threatening brain injuries and are expected to survive.

The vehicle was described as a black older model minivan or SUV with significant damage to the front end driver's side.

The driver was described as a tall, thin black male wearing prescription eyeglasses and a beige suit.

Police say they have seen a spike in auto pedestrian accidents and have deployed a special detail to deter the accidents.

“We are trying to educate the public not only the drivers but it's also incumbent on the pedestrians,” said Shaw. "It's incumbent on the pedestrian to follow the rules of the road and watch out for each other."
