Report: California carbon tax hikes gas prices 11 cents

SACRAMENTO, Calif. (AP) - The California Legislature's nonpartisan analyst says the state's pollution tax has raised gasoline prices by 11 cents per gallon and diesel prices by 13 cents.

Legislative Analyst Mac Taylor reported the figures in a letter released Thursday by Republican Assemblyman Tom Lackey of Palmdale.

The analysis, dated March 4, says the pollution tax costs drivers collectively about $2 billion a year.

California launched the pollution-restriction program in 2012 and began applying it to gas and diesel fuel last year. The program creates a marketplace for carbon emissions and incentives to reduce greenhouse gasses.

The system is designed to control emissions of heat-trapping gases and spur investment in clean technology.

The Air Resources Board, which administers the program, says the findings match expectations, and the program generates money for cleaner air.
