California May Need Mandatory Water Rationing

California is one step closer to water rationing as Governor Arnold Schwarzenegger declared a state of emergency due to drought.

The state is suffering its third straight dry winter and could suffer $3 billion in agricultural losses in 2009.

The proclamation from the governor urges all residents to save water.

If water use is not reduced by 20 percent at the end of March, the governor could begin mandatory rationing.
