SAN DIEGO (CBS 8) - A vigil was underway Tuesday for one of two men who were killed in a boat crash on the El Capitan Reservoir last week.
Twenty-year-old Russell Mendez and another man were killed when the boat they were on was hit by another boat that was traveling at a high rate of speed.
