Calif. ballot measures would transform elections

LOS ANGELES (AP) — How Californians cast their votes in future primary elections will depend on what they decide at the ballot box.

A measure to scrap the state's party-dominated primary system is one of five propositions on Tuesday's ballot.

Proposition 14 would replace partisan primaries with an open contest in which only the top two vote-getters would advance to the general election, regardless of party.

It is one of three propositions that would amend the state Constitution. The others would exempt earthquake-safety improvements from property tax increases and make it harder for cities to expand into public power.

Californians also are being asked to experiment with public funding of political campaigns and let insurance companies charge higher rates to drivers who have not always carried auto insurance.
