SDPD: No charges pending in deadly boat crash

San Diego police have completed a preliminary investigation into last month's deadly boat crash at the El Capitan Reservoir, and they are not recommending charges.

SAN DIEGO (CBS 8) – San Diego police have completed a preliminary investigation into last month's deadly boat crash at the El Capitan Reservoir, and they are not recommending charges.

Investigators say a boat driven by 20-year-old Russell Mendez was heading north in a lane designated for southbound traffic at 20 miles per hour on July 31. Boater Edward Davies, 78, was heading south in his boat at 35 miles an hour. The boats tried to avoid a collision, but failed.

Mendez and his passenger, 21-year-old Jeremy Ingram, were killed.

Investigators say alcohol was not a factor in the crash, and no criminal charges are pending.
