FBI safely locates missing 13-year-old girl from Imperial County

The FBI confirmed Raine Gonzales was safely located on Dec. 19 with the assistance of the Mexican government. The man accused of abducting her is in custody.

SAN DIEGO — Update 12/20/23:

New details have been released regarding the abduction of a 13-year-old girl from Imperial County. The FBI confirmed Raine Gonzales was safely located on Dec. 19. 

The Government of Mexico assisted the United States in the search for Gonzales, the FBI confirmed.

According to the FBI, Lorenzo Guerrero was transferred to FBI custody and faces a federal kidnapping charge.

"The FBI wishes to thank the public, various law enforcement partners and the Government of Mexico for their overwhelming support and assistance in this matter," the FBI said in a statement.

Raine Gonzales, a missing 13-year-old girl has been located, according to authorities. The AMBER Alert has been canceled. Details regarding her disappearance are still unknown.

The San Diego FBI is offering a $10,000 reward to find a missing 13-year-old girl last seen in Imperial County on Dec. 10. Court records show her suspected abductor has ties to San Diego.

Authorities are looking for Raine Gonzalez, 13, who was last seen in Brawley, Imperial County. According to the FBI, Raine was seen with a 44-year-old man named Lorenzo "Carlos" Guerrero.

The FBI said Guerrero is believed to be driving a silver Mercedes C230 with a California license plate number 5ZFS158, which belonged to the girl's family.

Raine Gonzales is described as 13-years-old, 5’9”, 115 pounds, brown hair, brown eyes. She was last seen wearing gray sweat pants, a dark shirt, jacket, white shoes and carrying a backpack.

Guerrero has previous addresses in National City, El Cajon, and Los Angeles, according to public records.  San Diego County jail records showed federal agents arrested Guerrero on burglary and drug charges in 2020, and on a parole violation in 2022.

The California Department of Corrections declined to release Guerrero's parole history at the request of the San Diego FBI.

Federal court records showed Guerrero has a 1999 conviction for the importation of more than 240 pounds of marijuana through the Tecate border crossing, and a conviction for escaping from a federal prison in Kern County in 2000.

In 1999, Guerrero's mother lived in a house in Tecate, Mexico and his cousin lived across the street, according to court records. At the time, a co-defendant lived in Chula Vista.

If you see Raine Gonzales, Lorenzo Guerrero or the silver Mercedes, call 911.  You could be eligible for reward money if the teenager is located.

The San Diego FBI has issued the following two statements since Raine went missing:

"On December 13, 2023, FBI San Diego Imperial County Resident Agency initiated an investigation to support Brawley Police Department on a matter involving 13 year old, missing juvenile Raine Gonzales. Gonzales was last observed leaving her apartment complex in her family’s silver 2007 Mercedes Benz sedan with 44 year old Lorenzo “Carlos” Guerrero at approximately 5:17 PM on December 10, 2023. They have not been seen since and their whereabouts are unknown at this time. FBI San Diego can not provide any additional information. If anyone has any information regarding missing juvenile Gonzales or Guerrero, please contact FBI San Diego at 858-320-1800."

"At the request of our Federal, State, or Local partners and/or when a potential federal crime is believed to have occurred, the FBI investigates and provides investigative assistance as necessary.  In this particular case, the Brawley Police Department requested the FBI’s assistance. Due to the proximity of the missing child’s residence to the U.S.- Mexico border, we are asking for the public’s help in both the U.S. and Mexico. It is our hope that offering a reward will help us locate Raine Gonzales quicker. We encourage anyone with information to call the FBI San Diego Field Office at 858-320-1800 or 1-800-CALL-FBI. At this time, we do not have any further information to provide."
