Judge rules 'Bolder than most' rapist can be conditionally released into the community

Judge David Gill issued Thursday's ruling. He's the same judge who ordered the defendant's release back in 2018.

SAN DIEGO — A San Diego County judge ruled Thursday the so-called "Bolder than most" rapist can be conditionally released into the community.

The hearing lasted all day long.

An attorney for defendant Alvin Quarles called him a "success story." He said he's completed a sex offender treatment program and has taken responsibility for his actions. He said Quarles is not the same person he was as a young man.

Quarles was convicted of raping more than a dozen women at knifepoint back in the 1980s. 

Dr. Kathleen Longwell has been evaluating Quarles every year since 2020. She testified about the process of evaluation. She testified he is fit to be released into the community as long as he is strictly monitored.

Survivors of Quarles' crimes were in the courtroom.

"I feel like I fought this 10 years for nothing to change, nothing," said Cynthia Medina. 

"You put stuff in a box, you leave it alone," said Mary Taylor. "I'm here with my niece, she's 30, she knew nothing about this until 5 years ago because I didn't talk about it. I didn't have to. I was in control of the box, but this happening is like the box falling off the shelf."

According to the San Diego County District Attorney's Office, Quarles will be required to wear an ankle bracelet, he will be strictly monitored while he continues treatment. A search for a suitable home will get under way.
