Ocean View Hills 'hoarder house' must be cleaned up, judge says

Neighbors say they've been fighting for years to get the rat-infested home cleaned up.

SAN DIEGO — A judge has ordered that a house in Ocean View Hills must be professionally cleaned up after neighbors say it's been a nightmare for years.

Lisa Golden lives in the home in question and represented herself in court. Golden will now have a court-appointed receiver come to her home and help her preserve the asset by ensuring it’s cleaned up.

Ronnie Lee Taylor is a longtime resident of Ocean View Hills. He said the judge’s ruling was years in the making. 

"This is absolutely incredible. I can't believe it. I can't believe this day has finally come."

The neighborhood in question has homes that regularly sell for more than $1 million. According to a city inspection, Golden has piles of trash, rotting food, clothes, boxes and random items inside of the property. Court documents indicate some of the piles were as tall as four feet.

In court, Golden defended the condition of her home saying it is the court-appointed city receiver’s fault her home has fallen into disrepair. She says in their previous receivership attempt, they left doors and windows open, and animals got inside of her home. 

“They’re saying 'her house doesn’t look like June Cleaver, she can't keep up with the housework so it's mess.' It's a house, it's not a mausoleum. I'm being charged for having dirty dishes in the sink," Golden said.

Neighbor Eddie Mead says the judge’s ruling means that justice will finally be served after more than 10 years of fighting. 

"I've seen that house, I've lived next to that house, I've smelled the dead carcasses of the rats or whatever it is coming out of it," he said. "It blows my mind that someone can just live in a toxic environment like that and expect everyone else to just accept it. I don't accept it. My neighbors don't accept it."

CBS 8 spoke with Golden after the judge ruled on her case. She also showed a CBS 8 reporter pictures to support her claims of theft and damage by the receiver.

“They're going to let that corrupt receiver come right back into my house and destroy it or loot and do whatever he wants with the property," Golden said. 

The judge ruled against Golden and appointed the receiver.

The last city inspection of the home was conducted March 18, according to court documents. The judge said there were several violations still found including failure to keep the property free of waste and rodent infestation.

Golden said she plans to file an appeal.
